No. Once you get far more experienced with web development (not web design) then you can start messing around with Joomla. I say web development because you would need to know about databases and php to implement and use Joomla. I say stick with the basics for now, or just plow ahead and learn Joomla
No, Joomla! is a content management system (CMS), rather than an HTML editor. (There are several HTML editors available as extensions for Joomla!, but (when installed in Joomla!), they work on the articles in Joomla!, not other web sites.)
