   I would certainly take a look at Joomla to handle the web-site as doing so will allow you to concentrate on the reason for your web-site rather than developing the framework to build the site.

   Joomla will help by:

   * Providing a well-known and documented content management system for you and other site administrators to use
   * Add user registration, logging, basic templating and a host of other services “out of the box”
   * Enable you to leverage the use of some, none or many of the Joomla plugins to help you build the site you need

   I would add, though, that you’ll probably want to learn PHP (if you don’t know it already) as it sounds as though you may need to know enough to at least debug whatever plugins you choose to use.
