I have been told that Joomla is easier than Dreamweaver. Do Joomla make its own codes like Dreamweaver. I want to learn it and I want to buy the software. Please give me your opinion. Do I need to buy or not?

They’re totally different things – Joomla is a content management system, Dreamweaver is a text editor with web enhancement.
You don’t “learn” Dreamweaver, you learn web development, and use Dreamweaver. You learn Joomla, but if you haven’t also learned web development, it’s like knowing how to fly a plane but being blind.
You don’t need to buy Dreamweaver, you can download NVU to get an idea of what it does and how it works. (And, if you don’t know how to write your own code, your site will look like it.) If you want to learn, start learning HTML (and XHTML and the DOM). Then learn CSS. Then learn Javascript. Then you won’t have to ask these questions – you’ll know the answers. (I never use a CMS – it takes too long. A good text editor is enough, and much faster.)

Joomla is a type of database for websites, its code, not software. dreamweaver is a website creator, either in code mode or WYSIWYG (drag and drop) mode (What you see is what you get) to easily make websites.
